Welcome Address by Søren Henriksen, Executive Vice President, KMD Stat

Speaker: Kurt Klaudi Klausen, Professor at Syddanske Universitet
Based on the analysis of various public governance paradigms and their influence on strategy work, Kurt Klaudi highlights the challenges that Danish public leaders face when the strategy is to be defined and anchored. He stresses on the importance of maneuvering with confidence and communicating clearly to make strategy appear meaningful and trustworthy.

Paul Niven focuses on implementing strategic management models and describes based on his work as a consultant for a number of public and private companies, how the factors and the interactions between them ensure that the overall strategy is implemented as effectively as possible.

Paul reveals how crucial it is to present strategy well and to make it understandable; so that it does not only live in a document alone. So how do you ensure that the strategy can be felt in every corner of the organization? How do you engage and enable the organization so that the strategy will penetrate all activities?

The administration at the parliament has successfully linked strategic goals closely with activities and daily operations. Senior Advisor Terese Svenke talks about their reflections on the strategy and goal management, the chosen management model and the system support of the organization.

The public sector has been characterized by reforms in the period from the 80s to today, where visible and measurable results have been in focus. Never have so many policies, strategies, action plans, procedures and guidelines been prepared as there are now. However, the challenge is, Martin Lundkvist claims, that the management documents are legitimized without focus on follow-up and critical evaluation of whether the strategic efforts are effective. According to Martin Lundkvist, the challenge is handled with the New Public Leadership thinking that focuses on the effect we want to create from our strategic efforts and activities in the public sector.
